Section 3 · Applicant Profile
OKNO Investments is a brand and media systems agency that replaces scattered marketing activity with operating systems for social media, content, and paid media.
Section 4 · Proposed Scope of Work
OKNO Investments will provide day-to-day execution of paid and organic social media in close coordination with the PHL Communications team, across every service category in the RFP.
OKNO will participate in monthly performance reviews, quarterly planning and optimization sessions, and an annual performance evaluation, and will provide any additional performance data the City requests.
Section 5 · Qualifications & Relevant Experience
OKNO Investments brings integrated social media, paid media, creative production, and reporting systems, with experience managing multiple campaigns simultaneously under tight timelines.
We manage campaigns across organic and paid social, produce platform-native creative in-house, and run live reporting so performance is visible to stakeholders at all times. The team adapts to evolving priorities and maintains consistent brand alignment across every channel.
Every engagement runs on our own sprint-based agile project management system, a repeatable cadence that plans, produces, reviews, and ships work in short cycles. It is a system we built specifically for remote teams and distributed projects: priorities stay visible, feedback loops are short, and nothing waits for a monthly meeting. That operating rhythm is why distributed programs like ours run effectively and efficiently, with the responsiveness of a local partner.
Multi-channel organic and paid media execution across social, email, and Google Ads for a nationwide multi-location franchise brand, working with local operators at every park and driving millions in incremental revenue for those local businesses, with weekly reporting and over 20X returns on ad spend at the strongest locations.
B2B content engine, HubSpot CRM implementation, and lead generation campaigns that took an automation startup from obscurity to a globally recognized brand.
Website UX redesign, SEO, and paid search that secured first-page Google placement for key logistics queries and drove a 25% revenue increase within the first months.

Section 7 · Proposed Subcontractors
OKNO Investments will perform the core scope with its in-house team. Any subcontractors will be disclosed and approved in advance.
If no subcontractors are engaged, this section will state that OKNO Investments performs all work in-house.
Section 8 · Requested Exceptions to Contract Terms
OKNO Investments accepts the City’s Contract Terms and Conditions, including Appendix A and all documents incorporated by reference, and requests no exceptions. Any exceptions identified during negotiation will be stated clearly and conspicuously in a separate section of the final proposal.
Section 9 · Tax & Regulatory Status and Clearance
OKNO Investments certifies that it does not owe the City of Philadelphia any delinquent taxes, and will obtain and include a Tax Clearance Certificate with its submission, completing Appendix B as required.

Section 10 · Disclosure of Litigation & Proceedings
OKNO Investments, its officers, directors, principals, partners, and affiliates have had no litigation, bankruptcy, debarment, suspension, contract default claims, criminal convictions or indictments, settlements, or court or administrative orders in the past five (5) years that would affect the business, its finances, or its ability to perform the work described in this RFP. If any matter arises prior to award, OKNO will disclose it promptly.

Section 12 · Local Business Entity / Local Impact
OKNO Investments is committed to leveraging this engagement to support the Philadelphia economy. Where the firm qualifies as a certified Local Business Entity (LBE), certification will be obtained and included with the submission.
While our headquarters sits outside the region, our work is built on nationwide multi-location programs, most recently with Altitude Trampoline Parks, where each location is a local business in its own community. Those programs have driven millions in incremental revenue for the local businesses at every location we serve, from franchise owners to regional vendors and service providers. An outside partner brings a wider economic ripple, not a smaller one: the same playbooks that grow revenue for local operators across the country would be applied directly to Philadelphia’s businesses, vendors, and airport concessionaires.

Section 13 · Disclosure Requirements (Political Contributions)
OKNO Investments will complete the mandatory political contribution disclosures through the eContract Philly application process, selecting “Apply for Contract” from the opportunity screen and completing the Disclosure/Eligibility forms. Any excess political contributions that could affect eligibility will be disclosed in full prior to submission.

A flat monthly retainer per tier, justified by the hourly rates and estimated hours below, invoiced monthly. On-site production visits are an optional add-on at a flat all-inclusive fee; total compensation for the initial term will not exceed $225,000.

Task-level hour estimates per deliverable and milestone will be provided in the final cost proposal, broken out by personnel level as required by the RFP.
Optional add-on · available to both retainers
Both retainers include graphic design and video production every month as part of the monthly fee. On-site production is only for when we travel to the airport: photo and video are produced together on the same trip, priced as one all-inclusive visit and billed only when scheduled. This is not new territory for us: we have run on-site photo and video shoots in collaboration with client teams across the country, producing content side by side with the people who know the brand best.
Contract term: on or about January 1, 2027 through December 31, 2027, with up to four (4) optional one-year extensions at the City’s sole option. The $225,000 not-to-exceed applies to the initial term, inclusive of all monthly retainers and production visits; extension terms would be priced at the same monthly retainer with the same cap per term.
