OKNO Investments · Media Services Proposal
Prepared for: The West Virginia Community Development Hub
Prepared by: OKNO Investments
Engagement lead: Jason Dzamba, Partner
Role: Brand Strategist & Systems Architect
The Hub doesn’t need more scattered content. It needs a storytelling system, one that carries 17 years of community impact into a 20th anniversary worth remembering, and keeps it alive long after.
About OKNO Investments
OKNO Investments is a brand and media systems agency. We replace scattered marketing activity with storytelling systems that compound. For The Hub, the services below assemble into the anniversary engagement described in this proposal.
Assess the identity as it stands, then define the one idea every story, page, and campaign routes through.
Architecture, refresh, and ongoing maintenance, so the site stays the source of truth.
Repurposing production work across web, social, and email, including short-form video, so every shoot compounds instead of evaporates.
Direct audience infrastructure that reaches your community without rented platforms.
Full graphic design for social media and every platform, keeping campaigns, reports, and daily posts visually consistent.
Our team handles initial video and photo productions and scales resources as needed: short and long-form video for podcast, broadcast, YouTube, TikTok, and Reels.
Lightweight sprint rhythms that keep strategy, content, and reporting moving month after month.
Every engagement is tailored. These services are the building blocks; the exact mix, cadence, and production volume is shaped with your team during the brand assessment, so the scope fits how The Hub actually works.
Strategic Brand Assessment
A 17-year organization with deep community credibility, a body of work that deserves a wider audience, and a 2028 anniversary that is the natural moment to tell that story with intention.
A brand assessment of the identity as it stands today, and a 20th-anniversary narrative arc that becomes the thesis every story, page, and post routes through for the year ahead.
The narrative arc is not a slogan. It is the organizing idea that decides which stories get told, where they live, and why they matter in your 20th year.
The Storytelling System
Scattered content disappears. A system compounds. This is how the production work your team already does turns into lasting visibility.
One home for everything. Every story, report, and campaign routes back to a website that is the source of truth, kept current instead of forgotten.
The production team shoots the video and photos. The engine repurposes and routes that work across web, social, and email so visibility compounds instead of evaporating.
A lightweight cadence of 2-week sprints with your team keeps the website, content, and annual Impact Report on track. It is how the system stays alive in month 11, not just month 1.

Behind the three of us, the agency’s production partners, photographers and videographers, are engaged per project, scaled up as needed, and routed into the content engine.
Partnership Options
Both are month-to-month retainers, offered as starting points rather than fixed scopes. Foundation fits within the RFP’s $30,000 annual ceiling. Expanded adds capacity for organizations ready to move faster into the anniversary year. The final mix is shaped with your team after the brand assessment.
$30,000 annual · Establishes the narrative, the hub, and the cadence within the RFP’s annual ceiling.
$54,000 annual · Broader execution capacity for organizations ready to scale into the 20th anniversary across several initiatives at once.
Optional on-site production visits
To be clear: both tiers include graphic design and video production every month as part of the retainer. A visit is only for when we travel to you. When those moments come, photo and video are produced together on the same trip, priced as one all-inclusive visit.

Engagement Timeline
Following the anniversary launch, the engagement continues month-to-month. The system stays alive, the cadence holds, and the narrative keeps building past 2028.
Expected Outcomes
The outcome: not a pile of deliverables, but a storytelling system your team can run, carrying the Hub’s work into its next 20 years.
Additional Recommendations
Beyond the scope already proposed, these are ideas we’d want to explore together, not commitments. Each runs on the same system this proposal builds and requires no new infrastructure, only the cadence and engine already in scope.
A community-facing story series published on a steady schedule through 2027, so the anniversary arrives with a public archive already built.
Interviews with founders, longtime partners, and community members, captured and archived as part of the permanent anniversary record.
Direct updates to the Hub’s network as the anniversary approaches, using the owned email channel the system already maintains.
Shareable assets and story templates so partner organizations carry the narrative into their own channels, multiplying reach at no extra production cost.
Discovery
The RFP intentionally leaves the scope open. Rather than prescribe before we understand, these are the questions we would start with, because the answers decide where we begin, what we build, and what we optimize.
Where content gets made but never quite reaches people, or arrives after the moment it mattered.
Which audiences, funders, partners, and communities The Hub needs to carry the story into, and what is currently in the way.
The campaigns, formats, and relationships that produced results, and the constraints that ended them.
Beyond celebration: visibility, funding, legacy. The outcomes define what gets built and what gets optimized.
That conversation is the real first deliverable. Everything in this proposal follows from what we learn in it.
The next step is a conversation
We’d like 30 minutes with your team to walk through the questions above, understand what The Hub truly needs, and shape the plan around it. No commitment, no scope, just a clear starting point.
